The Issues

A campaign built on New Energy and Old Values starts with being clear about where I stand on the matters that impact our community most. From ensuring public safety to fostering smart growth and maintaining fiscal accountability, my goal is to deliver Independent Results that put the families of Western Caroline first. Explore the sections below to learn more about my vision for a safer, more transparent, and prosperous Caroline County.

Data Centers

As Western Caroline faces pressure for rapid industrial growth, I believe data center development must be handled with New Energy and Old Values. My stance is simple: accountability is not negativity; it is about bringing facts to light.

  • Preserving Our Resources: A Firm NO: Caroline County has reached its limit. We have enough data center projects on the books, and I am a firm NO on any further development. We must protect our local power grid and water resources from additional industrial strain to ensure they remain available and affordable for our residents.

  • Fiscal Transparency: I will demand a clear, professional accounting of the long-term tax benefits versus the immediate costs of development, ensuring the "independent results" promised to taxpayers are actually delivered. We cannot afford to trade our future for fiscal illusions.

  • Community ProtectionOur rural character is not for sale. Development must respect the Western District’s way of life. I will advocate for the strictest possible buffering and noise ordinances for existing projects to protect our neighbors and preserve our quality of life.

My background in public safety and emergency dispatch has taught me that we cannot afford to "wait and see" when it comes to infrastructure. I will bring a professional, investigative eye to every proposal to ensure that Caroline County serves the residents first.

Securing Our Water: Accountability & Resident Rights

Our water is a fundamental right, not a corporate commodity. Protecting this vital resource requires a commitment to Old Values and proactive New Energy. In Western Caroline, we must ensure that our growth never compromises the water quality or financial security of our residents.

  • Holding Aqua Accountable: I will stand with the residents of Lake Land'Or in demanding accountability from Aqua Virginia. We cannot accept repeated service failures, brown water, or boil-water advisories while being asked to pay for massive rate increases. I will push the county to use every legal avenue before the State Corporation Commission to oppose unjust rate hikes for households already paying some of the highest bills in the state.

  • Creating a County Water Authority: Currently, Caroline County manages its water through the Public Utilities Department, but I believe we need a dedicated Water Authority. This independent body would act as a true watchdog, providing the specialized oversight needed to hold private utilities accountable and ensure that residents' interests always come before corporate profits.

  • Prioritizing People over Cooling: As the county seeks new surface water withdrawals from the Rappahannock River, I will ensure that residential needs are the top priority. We must not allow a municipal drinking water project to be used as a cover for supplying cooling water to data centers at the expense of our local hydrology and residents' faucets.

My experience in emergency services has shown me that water is a community health issue, not just a utility. I will be an independent voice on the Board, ensuring that our county’s infrastructure serves the people of Western Caroline first.

Empowering Local Retail & Small Business

My professional journey began right here in Ladysmith, where I served our community as a Front End Supervisor at our local Food Lion. I saw firsthand how important it is for our residents to have access to reliable services, and I believe in a New Energy approach that gives the people of Western Caroline the options they deserve.

  • Diverse Choices for Citizens: Our residents shouldn't have to leave the county to find what they need. I will work to attract a more diverse selection of both big-box retailers and unique small businesses—ensuring that our community has the variety and competitive choices that come with a healthy, growing economy.

  • Balanced Development: We must move beyond 'retail sprawl' and focus on targeted recruitment for essential categories like grocery, dining, and specialty retail. I support working with professional retail firms to ensure we are attracting the right mix of businesses that fit the character of our district.

  • A 'Buy Local' Ecosystem: While we attract new names, we must never forget our roots. I will advocate for a supportive environment where our established local entrepreneurs can thrive alongside new arrivals, creating a resilient tax base that benefits every taxpayer.

Retail is about more than just storefronts; it is about providing the services and convenience our families rely on every day. I will bring a professional, independent perspective to the Board to ensure Caroline County is a place where every citizen has the choices they deserve.

Prioritizing Public Safety & Emergency Services

Public safety is the first and most fundamental responsibility of local government. As a former E-911 Dispatcher and Patrol Deputy for Caroline County, I have seen our system from the inside out, and I believe we need a New Energy approach to ensuring our families and first responders are protected.

  • Supporting Our First Responders: Our Sheriff’s deputies and Fire/EMS personnel are the backbone of our community’s safety. I will advocate for competitive pay and the essential resources—from modern equipment to reliable vehicles—necessary to recruit and retain the highest caliber of public servants.

  • Modernizing Emergency Communications: Seconds matter during a crisis. I will prioritize upgrades to our E-911 infrastructure and radio systems to ensure seamless communication between agencies and faster response times for residents in the Western District.

  • Community-Focused Policing: Safety is built on trust. I support proactive, community-based initiatives that strengthen the bond between law enforcement and the neighborhoods they serve, ensuring that 'Old Values' of mutual respect and integrity remain at the core of our public safety mission.

I have dedicated my career to serving the people of Caroline County on the front lines. On the Board of Supervisors, I will use that experience to deliver Independent Results that keep our community safe, transparent, and secure for the next generation.

Investing in Our Schools: Moving Beyond the "Modular" Bridge

Our children deserve a learning environment that reflects our Old Values of permanence and community pride. While the county has recently invested in brand-new modular 'learning cottages' to address immediate overcrowding, I believe a New Energy approach means planning for the permanent buildings our students truly need.

  • A Bridge, Not a Destination: The new modular units at Bowling Green and Lewis & Clark are a modern step up from the trailers of the past, but they are still temporary solutions. We cannot allow these million-dollar 'bridge' projects to become a permanent substitute for real, brick-and-mortar schools.

  • Fiscal Accountability for Infrastructure: Our recent modular projects cost over $1 million for a few temporary classrooms. I will advocate for a more professional, long-term construction plan that directs those taxpayer dollars toward permanent school facilities that add lasting value to our county.

  • Transparency in Planning: Every student in the Western District should have a seat in a permanent classroom. I support the move toward greater Board of Supervisors oversight to ensure our school construction projects are completed on time, on budget, and without the need for constant, costly temporary additions.

Education is the backbone of a thriving community. I am committed to delivering Independent Results that move our kids out of temporary 'learning cottages' and into the modern, permanent elementary schools they deserve.

The Road to 2027: Resident Survey

Survey

A 2-minute survey to help Nicholas J. Broughan build a platform that puts Western Caroline neighbors first.

Sorry, but this form is now closed.

How do you feel about the proposed Data Center developments in Caroline County?
I support data centers for the tax revenue they bring.
I support them, but only if they are far from residential areas and don't impact our power bills.
I am concerned about the noise, water usage, and 'hum' near our neighborhoods.
I oppose them; they don't fit the rural character of our county.
Many neighbors have to drive 20+ miles for fresh groceries unless they want to shop at Food Lion. How important is it for the Board of Supervisors to proactively recruit a major grocery store (like Publix, Wegmans, or an Aldi) to the Ladysmith area?
Top Priority: We need a solution now.
Important: It’s a major inconvenience.
Neutral: I’m used to the drive.
Not a priority: I prefer keeping the area less developed.
Currently, for-profit companies like Aqua VA control the water for many of our neighborhoods. Would you support the county establishing a Public Water Authority to take over these systems, providing local oversight and more stable rates?
Yes, we need public accountability for our water.
No, I prefer the current private utility system.
I am not served by a private water company.
Regarding Caroline County Public Schools, where should the Board of Supervisors focus their next budget cycle?
Raising teacher pay to attract and keep the best educators.
Modernizing aging school buildings and infrastructure.
Increasing vocational and technical training for students.
Improving school safety and security measures.
Overall, do you feel the current Board of Supervisors is being proactive in solving the district's problems, or are they simply reacting to issues as they arise?
Proactive: They are doing a great job planning for the future.
Reactive: They only seem to move when there’s a crisis (like the water issues).
Out of Touch: They don't seem to understand the needs of Western Caroline.
